According to the 2007 “Point-in-Time” Count and Homeless Needs Assessment, there will be a tragic 27,732 “homeless episodes” in Orange County this year. Some of these are brief episodes resulting from periods of ill luck or economic downturn, but an estimated 30% to 40% of the “chronically homeless” suffer from serious mental illness.
People who are disabled by mental illness and subsisting on SSI (Social Security’s “Supplemental Security Income,” a safety-net for those who have not been able to achieve greater benefits through past employment) received $836 per month in 2007 if living independently, while the average monthly rent for a one-bedroom apartment in Orange County was $1,353. While HUD’s Section 8 program offers rental subsidies that allow low-income individuals to pay no more than a third of their monthly income for rent, the Housing Authority that serves most of Orange County has not accepted applications for their Section 8 waiting list since 2005, and the average wait to get a certificate is more than five years.
