According to the 2007 “Point-in-Time” Count and Homeless Needs Assessment, there will be a tragic 27,732 “homeless episodes” in Orange County this year.  Some of these are brief episodes resulting from periods of ill luck or economic downturn, but an estimated 30% to 40% of the “chronically homeless” suffer from serious mental illness. 

People who are disabled by mental illness and subsisting on SSI (Social Security’s “Supplemental Security Income,” a safety-net for those who have not been able to achieve greater benefits through past employment) received $836 per month in 2007 if living independently, while the average monthly rent for a one-bedroom apartment in Orange County was $1,353. (OC Register, 07-20-07.) 

While HUD’s Section 8 program offers rental subsidies that allow low-income individuals to pay no more than a third of their monthly income for rent, the Housing Authority that serves most of Orange County has not accepted applications for their Section 8 waiting list since 2005, and the average wait to get a certificate is more than five years.  HOMES provides safe, supportive, affordable housing for those living with mental illness in Orange County, including those dependent on SSI for their sole income.

 
Education is the key to understanding the numerous problems faced by the homeless mentally ill. Overcoming the social stigmas associated with both homelessness and mental illness is a difficult process.     • The President’s New Freedom Commission on Mental Health conducted a study in 2002 of the U.S. mental health delivery system. Designed to advise the president on methods of improving the current system of helping mentally ill Americans work, learn and participate in their communities, the report suggested dramatic changes to the current system.
